Unusual woodpigeon behaviour (1 Viewer)

Just watched a pair of wood pigeons behaving unusually. Sat on fence demonstrating mating rituals, clicking beaks, holding beak in beak etc. However, after about 2 mins bird one lowered itself and the was briefly mounted by bird two. Then they swapped position and bird two mounted bird one. Are these immature over amorous males or is this something else? Have now seen this pair do this twice.
many thanks for any help.

It does seem unusual behaviour.
