Where to see Northern Harrier near Philadelphia this winter. (1 Viewer)

Hey all, I'm over with family for a week in Haverford, Philadelphia, USA during the Christmas period, and I would really like to photograph a Northern Harrier. We are 20 minutes away from John Heinz NWR and I think that would be my best bet, but I don't know how often they occur there. I've had a look at eBird but can only go as far back as February for some reason. Are there any other spots where I can see Northern Harrier? I wouldn't want to travel for longer than an hour. Any advice or suggestions for places to go would be greatly appreciated.
