Which Hawk? (1 Viewer)

I saw this in Jackson, WY a few days ago. The face looked like a Swainson's , but the spots on the wings look like a Rough-legged. Do you know which hawk it is?

The underwing color pattern in pic #2 is not that of a Swainson's Hawk which has light colored underwing coverts and dark flight feathers and the wingtips are shorter than the tail on the perched bird. It looks like a Rough-legged Hawk with that black sub-terminal band on its tail and the black carpal patch.

Swainsons should have migrated south by now.

I assume Wyoming is somewhat like NE, and we do not get Swainson's till the last week in March for the very few early dates. Then lots in April.

There are clusters of rough legged sightings this winter around Laramie and Cheyenne.
