White face, black lines down from eyes (Ottawa) (1 Viewer)

In rural Ottawa April 20 I saw a bird I’ve never noticed before:
-size maybe of small hawk but not likely a hawk (small bill)
-perched atop evergreen in front of window: only got a good look at front
-face, breast, and rest of underside all white except thick black band running vertically down from eyes for a ways (maybe slightly wider than eye)
-underside of tail (while perched) was striped horizontally alternating dark (brown) and white
-didn’t get good look at color from above: maybe mostly brown or mottled brown
-eyes seemed all black
-I believe the legs and feet were a medium or light yellow colour

That is pretty vague, but hopefully enough for someone to help me ID?
