Could you please help me to identify this tit?

Photo is shot in Kirklareli/Turkey on 16.11.2019.

Marsh - pale spot at base of bill; and also Willow doesn't occur there :t:

According to the BirdLife datazone map, Willow Tit is resident in the northwesternmost part of Kirklareli Province, but not in the town of Kirklareli, only 8.5km away...
