I would add that the problem persists because politicians at various levels are in bed with the winning contractors, and that conservation generally doesn't loom large with the general public in Spain; the public are more concerned about the savage rate of unemployment, which was above 23.5% in January 2015, but had dropped quite sharply to 21.8% by July, the first sustained decrease for a long time (Source <a href="http://www.tradingeconomics.com/spain/unemployment-rate" target="_blank">http://www.tradingeconomics.com/spain/unemployment-rate</a>). Important things disappear from the public consciousness quickly when so many families have no earned income, and I would suggest that this has a lot to do with why tackling corruption in politics (not just in Spain) is a fitful process.:CMJB</blockquote>
