Eastern Phoebe Nest Location Problem (1 Viewer)

Hi all, I have a problem with a pair of nesting Eastern Phoebes...

This pair return to my house every Spring (4 years now that I'm aware of) and build their nest either on top of lamp just outside the house entry door (inside a carport) or under the roof overhand on top of a window sill. Either location is bad because we will disturb them often. They already built a nest on top of the lamp, so I removed the nest and put a ramp on top of the lamp so they will not rebuild there. I moved the nest to a standard type shelf nest box and placed it near the lamp. But instead I see now they are building on the window sill instead.

Anyone have any ideas as to the exact nesting preference for these guys and how I can direct them to the box? For some reason, they don't like the nest box, which has been on the house for all 4 of these years.
