I think you are right but its very hard to be sure it isn't a saltmarsh sparrow. I think the bill is short and the primary projection is long i.e. both Nelson's traits but both subjective and tough to gauge.

One thing I noticed in looking at a lot of pictures is that the Saltmarshes seem to have a pale lower mandible and the Nelson's is grey. I don't know if that's diagnostic, but that's what I based my guess on.

But I agree, it's very difficult to be sure with that angle.
