Any help on this little guy?

West bank of Los Vaqueros Reservoir in Contra Costa County, greater San Francisco Bay area. Found him/her hopping around on the bigger rocks, peeking underneath them, then flying away in a straight line to a new spot.

Indeed it is. Too pale and speckly for a house wren.
