Hi Simon,
Yes, this bird is a Water Pipit in winter plumage. The generally brown upperparts, with no olive or grey tones, rule out either race of Rock Pipit (not even sure if either of these are likely in your area?), and the darkish legs, head pattern etc rule out the smaller pipits. Can't see any wingbars, but the breast feathering is hiding most of the coverts.
