Sorry for blurred photo .. are these a pair of Cormorants ? .. standing still for a long time off copperhouse pool, Hayle Estuary.

They're Cormorants.
First year Shags would show whitish tips on the coverts and the the darkish breast band would be less well demarcated from the belly which, on a Shag, would be greyer. Also, the forehead slopes gently whereas a Shag would have a steep forehead.
