Competition: AI for bird recording ID by Cornell

What bird sound is this? (US, East Pennsylvania)

I came across this bird sound last year which I’ve never heard before. It almost sounds like machine or something. I’m once again hearing them this year but can’t locate them. Would love to find out what they are, Wondering if anyone can identify the bird sound - thanks!
