Singapore Gardens by the Bay - Brahminy Kite?

Terrible photo taken through glass. The white color seems to be only on head/breast, so I'm thinking immature white bellied sea eagle? EDIT: now I'm pretty sure it's Brahminy Kite.

    [Gallery] Mis-IDed Blue-and-white Flycatcher?, Singapore

Zappey's Flycatcher by @SeeToh Blue-and-white Flycatchers are more than twice as common as Zappey's Flycatchers in Singapore. Dark breast and throat contrasting with blue wings should be good for the former from what I found.
