Bird of Prey ID pls - from Ardahan, Turkey (1 Viewer)

Hi,
Photos were taken just a week ago at Ardahan Turkey. ( North-East corner of Turkey near border of Georgia, altitude is something about 1800-2000 m)
Unfortunately there is no photo at flight.

Lesser Spotted Eagle, tarsus is feathered
Thank you. Agree on tarsus feathers. Do you think is a juvenile or adult ? Over the wing there are no spots.
Is Bonelli Eagle also a possibility ? In Collins bird guide map, there is a residental area signed with a small circle, close to this area.
 
Lesser Spotted Eagle. Textbook weak bill and markings. Here is an example pic. Note the tiny bill in comparison.
