I saw this bird on 16 July near Chilishtak, Tajikistan. I originally though it's possibly a Grey-necked, but comparing with Macaulay Library photos makes me think it's not. Is it a Corn Bunting?
Agree juvenile White-capped, note rufous rump/utc's, pale ear covert spot and dark bill, all at odds with Grey-necked although it does share the same tertial pattern i.e lacking a step.
