Off the top of my head I would say either Rufous-tailed or Steely-vented Hummingbird, but I don't know the Cartago region well. Nice shot though!
 
It's a Stripe-tailed Hummingbird. Rufous on secondaries characteristic for genus Eupherusa.

Forgot about that one! It didn't look quite right for the two I suggested, but I couldn't think any others off the top of my head.
