Could this gull be American Herring Gull?_ in South Korea (2 Viewers)

The photo was taken on January 7th.
I think this might be American Herring Gull.

These featurs appear: nearly all dark tail, looking brown rump, solid dark neck and largely dark greater coverts.
Could it be a American Herring Gull?

Hi. I'm no gull expert, but it does look like a 2nd winter - overall, a dark brown colour, nearly all black tail, densely barred rump/vent/tail coverts. I'm sure the gull experts will be along soon with their views/opinions.
