Could be a ferruginous hawk - eg all-pale head.

Agree with pale red-tailed hawk. "Krider's" subspecies/morph/whatever would be in range in North Dakota. I think I see a belly band.
 
I was going to say Redtail due to unfeathered legs ... but distracted by our neighbour who had locked her out of her house ....:)
