Hen harrier? Østfold, Norway (1 Viewer)

I spotted this bird flying over a field by a lake this weekend, and managed to take a few photos before it disappeared from view. It was very far away, hence the bad picture quality, but I hope it's possible to identify it. I'm wondering if it's a hen harrier, but can anyone confirm it or suggest what else it might be? I think it was about the size of a crow.
