Hen or Montagu's Harrier? NRW Germany 30 Apr 2023 (1 Viewer)

Hi folks!
saw this harrier this morning, 30 Apr '23, near Paderborn, NRW, Germany. Not sure which one though. It was gaining height on the morning thermals, so I think it is likely to be moving north..

Any help with the ID greatly appreciated, although I can't see a black band on the secondries, which may point to Hen Harrier rather than Monty's. Sorry about the IQ, it was far away and is heavily cropped.
