Heron/Egret in Israel (1 Viewer)

Posting on behalf of my brother. He saw this heron-type bird this week near Afula.

Clearly there is something odd going on with its plumage.

Based on it's relative size to the rock pigeons I think it may be a wonky Cattle Egret, but otherwise perhaps it's a young bird of some other species?
