From here p. 142 of 482 (or 130 of Gefiederte Welt) we can conclude a priest.
He is mentioned as well in Proceedings of the International Ornithological Congress 1911 here
From here I would say:
According here he was priest in Niedernhausen from/to
It could be that he was born 1861 in Prauß Kr. Nimptsch here.
Maybe we can get his life dates?

Vogt (DNF) was a collector for Kleinschmidt and that is about all the etymology that there is. He collected the holotype (1916) in the Odenwald mountain range in Germany. We have been unable to discover anything more about him.

Vogt (fl. 1916) German collector for Kleinschmidt (per Beolens et al., 2014) (cf. Prof. August Carl Christoph Vogt (1817-1895) German scientist) (syn. Delichon urbicum).
