ID for hawk, Harlingen, TX, USA (1 Viewer)

This hawk was perched on sunflowers along a vacant field in a commercial area. Most likely is probably Red-tailed but I don't see a red tail or breast-band.

I think the dark marks on the lower neck sides as well as very pale head, but especially the long primaries, point to this being immature Swainson's Hawk.
