A Western Kingbird has been around for awhile at the Birding Center and this bird has dark wings and a long tail with white edges, but the breast is strong yellow to the throat. I heard it call which was similar to a Tropical which would be expected here. Then at the end of the boardwalk there were 2 birds on the railing which suggests local birds. I understand the Tropical/Couch's dilemma but could one of these photos be a Western?

I do not think any of these is a Western Kingbird. As you say, the yellow below extends too high up the breast. Western should also have wider, brighter white edges to the tail. Whether these are Tropical or Couch's I will not guess, but if you heard a Tropical-like call then at least one is probably that species.
