The way some of the eBird observations are quite close to the Ugandan border makes me think it's entirely possible. Perhaps all visiting birders tick it elsewhere and can't be bothered to look. XenoCanto's range maps are more accurate and updated than Birdlife's maps, so if they show them there, that should hopefully mean they will be found, eventually (?).

However, BirdForum's Opus says they are only vagrants in Uganda*, which might in fact be closer to what the data points to:

however, twice every year, they give free access to all of it for a few days: around Global Big Day—13 May 2023 - eBird and around October Big Day—14 Oct 2023 - eBird
