M. le Dr Harmand, qui a été chargé d'une mission scientifique et qui parcourt en ce moment le bassin du Mékong, vient de faire au Muséum d'histoire naturelle un envoi comprenant des plantes, des Mollusques, des Insectes, des Poissons, des Mammifères et des Oiseaux.

There is also an adult male from the Hargitt Collection in the British Museum, collected in Cochin China by Harmand. Registered No. 98.3.10.368.

Je proposerai de nommer cet Ibis Ibis Harmandi, ou plutôt Geronticus Harmandi, en le plaçant dans le même sous-genre que l'Ibis calvus de l'Afrique austral,....

Dr François-Jules Harmand (1845–1921) was a French Navy surgeon-naturalist and explorer in Indochina (1873–1877). He was Civil Commissioner-General in Tonkin (1883), held consular posts in in Thailand (1881), India (1885) and Chile (1890) , and was French Ambassador to Japan (1894–1906).

Dr François-Jules Harmand (1845-1921) French Navy, diplomat, surgeon-naturalist, explorer in Indochina 1873-1877, Commissioner-Gen. in Tonkin 1883, Consul to Thailand 1881, India 1885 and Chile 1890, and Ambassador to Japan 1894-1906 (syn. Picus chlorolophus annamensis, subsp. Polihierax insignis, syn. Pseudibis davisoni).

I just checked him as we have seen in the past that dates are not always accurate. But it seems to be him Jules Harmand — Wikipédia and Harmand, François Jules (1845-1921) on JSTOR
