Raptor, Meru NP, Kenya (2 Viewers)

Can anyone help with this raptor, which we saw yesterday in Meru National Park? Our guide could not ID it.

Surely not with a broad, white, tail band, more akin to a Snake Eagle but head doesn't look right?
