No clear dedication.

Antoine Charles Thélot (1798-1853) French landscape painter, art collector (syn. Leptasthenura aegithaloides).

Death 23. July 1853 in Rochefort État civil p. 92/168

As he was 59 years old I would assume 1794 or 1793 is his birth year. From pre-search in filae I would go for 1793. It might take some time to find his birth record.

He married Bulletin des lois de la République française | 1854-01-01 | Gallica Marie Adélaine Sophie Doré 20 Juin 1816.

No clear dedication.
True. But on page 267 of the same journal:
1840 - Revue zoologique - Biodiversity Heritage Library .
Richmond says Cinclodes inornatus is based on drawings by Thelot in Lesson's possession.

Which I think is this book:
Oiseaux. Dessines d apres nature (a la plume). by ANTOINE-CHARLES THELOT (FRENCH, 1798-1853): Good Hardcover (1826) | Arader Galleries Drawings & Watercolors .
Antoine-Charles Thelot (French, 1798-1853), Oiseaux. Dessines d’apres nature (a la plume). .
Another connection of Thelot and Lesson is Roquefort .

Four wash drawings representing the Naval Hospital in Rochefort, including 3

signed by Antoine-Charles Thelot and dated 1841.

And

Two lithographs (R. P. Lesson. “Monument erected to the memory of officers

of Navy victims of yellow fever. »A drawn plan of the garden

botany of the Navy in Rochefort.

Interestingly he is recognized as a painter but it is not generally realized he had a "day job" as Sous-commissaire de la marine.
