Hello,
its an adult male Tufted Duck.
The apparent weird/large bill-shape is mainly caused by blurred picture, the ultra-marine tinge of the bill is due to oversaturating (normally the default setting in many cameras/mobiles, fitting the appeal of many non-birding users).
