What has happened to this Golden-ringed Dragonfly? (3 Viewers)

Please excuse my ignorance, but the wings of this insect are severely damaged...........or is it part of it evolving?

I am sure it is damage, what has likely caused this?

I would guess a problem when the adult emerged from the nymph, and was in the process of expanding the wings before they dried.
