I'm sorry for the image quality ... I hope to go to a decent device as soon as possible.otherwise I thank both of you for your help!
 
Common Buzzard, sorry!

Too ill defined (in fact missing) solid, dark belly patch.
Here merely the flanks are dark, and that's not good for juvenile lagopus (adult can be excluded because of pale throat/upperbreast, and the tail markings), as isn't the underside of the tail.
Furthermore the bill/cere seems too heavy, not matching the more finely built bill of lagopus.
