I have just been sent this picture taken at tynemouth and I have a pretty good idea what it is but would like one of you experts out there to help me to confirm its ID.

I was torn between a young perigrine and a kestral as I know both are in that area but when I spoke to my mother in law who took it she said it was hovering so I plumped for kestral, thanks for your help
