I have tried to make a descision on this bird but have drawn a blank! There appears to be clear banding on the tail, Patterned back and a rusty brown cap. Thanks in advance

Probably Levaillant's Cisticola.

By the way, it will help a lot with IDs from South Africa if you can be more specific about where you're seeing things. It's a big and varied country.
 
Andrew thanks and yes I should have mentioned the location. It was at the Strandfontein water treatment plant outside Cape town.
