When I was young we had a colony of them nest in the mature (30-40 ft high) cedar hedges on our farm. There were upwards of 20 nests in 2 sections of hedge totalling approx. 300 ft. A friend and I found another colony in another cedar hedge that was trimmed to about 10 ft in height. I can't remember the number of nests, but it was more than 10 in the colony. My impression is that colony nesting is typical, and loud.
