Here´s some additional (and contradictory) info regarding ...
noskae as in:
• the invalid subspecies (Saxicola) "Pratincola rubetra noskae" TSCHUSI 1902 (here):
Maybe with the help of these clues his relatives can be possible to trace? The same Max Noska had apparently also formerly been head of the Hunters for Grossfürsten Sergei Mikhailovich ... and a paper, in German (on on the Black Grouse of the Caucasus), by Max Noska himself (published 1895) is found here.
Also see the Czech Wikipedia for his Father "Franz Noska" (born in Češnovice, in todays Czech Republic), bottom page (here):

Today's HBW Alive Key explains this eponym as:Ich nenne diese neue Form zur Erinnerung an Max Noska, weil. großfürstl. Jagdleiter, der sich um die Erforschung des kaukas. Birkhuhnes wesentliche Verdienste erworben und der auch diese Form für mich gesammelt hat.
But I think we´re now dealing with the Austrian reservist Officer (of Czech heritage) Max Noska (who died in 1894, he was shot!), who'd before that travelled and worked in the Caucasus, see link here (from an unexpected source; The Indiana Tribune, 17 July 1894, p.2, sixth column) or attached excerpt.noskae
Max Noska (fl. 1902) Russian forestry officer in the Caucasus (syn. Saxicola rubetra).
With reservation for the transciption! Those awkward German Fraktur letters ...Österreich
