On 8.2.2024, saw a Bar-headed Goose with a red ring around its neck in north India.
Please guide where this bird could have been ringed.

Seems to be no neck-ring schemes on cr-birding

The only one I could find was a Mongolian study using green neck-rings which is why I gave the above link.

Maybe try B N H S. A country-wide ringing scheme is what I would turn to first. They should be able to contact the right people themselves.

It has the same colour and alphanumeric sequence. Can't find an online record of the scheme but it is referenced here.
