Hello Steve,

its a Reed Bunting imo. Please note against Yellowhammer:
  • pure white ground-colour to supercilium
  • many YH have paler less brown legs
  • lack of yellow on the primary edges, they are the same brown tone as the tertial edges in your bird
And please note the unique Emberiza pattern on the tertials, excluding Finches
