I think this is a Gray catbird but it looks quite fluffy for one. Taken July 13 at Millennium Garden, Plymouth, MN in the afternoon.

Yes, it is. Birds may ruffle their feathers - and their plumage gets old and worn - and they moult. This one may be doing all three.
