Buteo for ID - Eastern Himalayas, West Bengal, India (1 Viewer)

Himalayan Buzzard will be the usual suspect here. But I am wondering if the monochrome colours and compact shape can point to an Eastern Buzzard here?
Thoughts? Seen at an altitude of 10,000 feet, near India and Nepal border, Singalila National Park. October 2022.

In some aspects, it looks OK for Himalayan to me - bold black patches on the flanks, prominent carpal patches, noticeable submoustachial stripe which fans out into coarse streaks. However, it has pale trousers and no trailing edge to the wing.
