Realizing this question is a bit old but figured since you hadn't had a response I'd weigh in. The vipers are better than the rangers. I have had both, and the vipers (at least the MIJ version that I have) are noticeably better. I can't speak to the MIC vipers. The viper equivalent in the EO lineup is the "Golden Eagle HD" and they never introduced the 32mm models. The open hinge rangers were a clone of the now discontinued "Talon HD" from Vortex. The newer rangers share a lot of design features with the MIJ viper (eyepieces, diopter, focus knob, etc) but are a little behind optically. IMO the rangers are way better than diamondback but not as good as viper. They were a great value for the money when EO was still in business and it's a shame that vortex no longer offers something that good at that price (~300$) as I know they were popular among serious birders on a budget. I guess vortex has their market figured out though. Hope that helps.
