Eastern v Upland Buzzard Mongolia 2019 (1 Viewer)

2 individuals from 22 august 2019 in Ullanbaator. Buzzard 1 identified as Upland, and buzzard 2 identified as Eastern. But both have been in the back of my head since, I can't really be certain of an ID. Is it possible to use any plumage features, or is it only by the junky jizz of an upland you can tell them apart? Buzzard 2 was soaring with a black kite, giving it approximately same size as such.

Any opinions will be thankfully recieved

Five visible fingers, but especially second outermost on right wing with shape suggesting one growing finger hidden.
Barring on wings and tail barring perfect for Booted Eagle
