Gull? Oregon Coast USA (1 Viewer)

It sort of looks like a gull but is small with very tapered wings and did not act gull like. That is a group of 10 or 12 hovered over huge surf for a couple of hours in basically the same spot, very near to shore. It was small and did not fly exactly like the gulls I'm used to. Waves were 12' and whipped into a frenzy that made them pure white with foam. I have other shots if this is not enough

your bird is an adult mew gull (larus canus brachyrhynchos).

I agree. The large white spots inside the black on the wingtips on the two outermost primaries (p10 and p9) are characteristic of that species.
