Hawk - Maryland (1 Viewer)

This hawk was overhead at Blackwater NWR. I saw a Harrier a few times so in the moment I just assumed that was what it was. Now that I'm looking at the (grainy) images I don't think so. A juvenile Red Shoulder or juvenile Broad wing??
