Edit- changed my mind, brown markings on the chest and the lack of black markings on its coat seems to be better for merlin.

To me this is a large falcon. Head pattern would fit Saker but what does it do in England?
After looking through photos we noticed she had a blue ring on her foot so we are going to assume she was an escaped falcon/someone’s falcon. She was flying with another bird but didn’t see nobody around the area. But thank you. After looking at a photo of a saker, she looks a bit like one.
