Hoping for Steppe Eagle, but White-tailed? South Korea, March 2024 (1 Viewer)

We were looking for a Steppe Eagle reported in the area a couple weeks before, at the end of February 2024. The white band traversing the wings on this individual gave us some hope that it was Steppe. But it doesn't look right. I wonder if anyone has any ideas. Thank you very much.

...and yes, it's an immature White-tailed Sea Eagle.
