Hi, could you please advise ID of this bird, could it be a Japanese Cormorant, the photos was taken at Nanhui Dongtan, Shanghai, China a week ago, thanks much in advance

Not an expert but I would call it that in Japan.
Typical white side of the head is not conclusive I believe, the sharp edge of the naked yellow skin is.
