Can you help me with this one taken over the city of Marrakech first week in April

Also second pic taken in Imlil in the Atlas Mountains, is it a Kestrel or Lesser Kestrel

1. Was it hovering?
2. Regular kestrel, male. Grey tail + spotty upperparts.

First one looks like a Booted Eagle, at least from this angle.

(On a phone) first looks like an odd angle buzzard (of some species)

No it just headed away. I guess booted eagle as there were a few about!
