Peregrine? La Rochelle, France - yesterday (1 Viewer)

I only had my phone camera with me but was surprised to see what I thought were Peregrine Falcons roosting at a fairly low level at the top of the Clock Tower in the centre of town. I asked some locals but no one seemed to know (or were particularly interested). If anyone is able to ID from my photos I would be grateful (and impressed!)
