Peregrine to be aged (3 Viewers)

This peregrine has been hanging around our parish church in Bishop's Stortford for a while now. Photos seem to show downy feathers, so could it be a 2nd cy? Thanks for suggestions.

Plumage clearly adult, so there can't possibly be any nestling down remaining. It's exposed downy feather-bases.
