Raptor? Netherlands (1 Viewer)

I'm a birder on a non birding trip in the Netherlands. Today I photographed this, high over Oude Wetering, not far from Schiphol airport. I apologize for the quality - heavy crop, and I took this picture with my iphone from the LCD of my camera. I checked my Birds of N. Europe app, and can't really find anything that fits and ought to be here (I'm from Canada and visiting).
 
agree with Common Buzzard, they are extremely variable in central Europe, from almost white to completely dark brown and everything in between

That brings me up to 46 species so far in 5 days of cycling between Bruges and Amsterdam. A related question - there were many Barnacle geese today in the fields near Gouda. Are they a non-migratory population, or what?
